Public International Law at the Edge of Structural Obsolescence


 

For jurists of Public International Law, the defining transformations of the 21st century will not be incremental treaty revisions or doctrinal refinements. 

They will be structural. Artificial Superintelligence (ASI), autonomous robotics, molecular-scale production, and high-bandwidth neurotechnology are dissolving the material assumptions upon which the Westphalian order was constructed.

This is where the book introduces its central legal thesis: the Juridical Singularity.

The Juridical Singularity describes the threshold at which fragmented, state-centric legal systems become structurally incompatible with superintelligent infrastructures. 

In a world of recursively improving AI, regulatory arbitrage ceases to be a marginal efficiency problem. Divergent safety standards, incompatible data regimes, and jurisdictional safe havens create existential alignment risks.

A superintelligent system cannot be safely governed by contradictory normative architectures.

What becomes of treaty law when enforcement depends on autonomous monitoring systems? 

Does the UN Charter framework remain viable under conditions of post-territorial coordination?

The book confronts these questions without rhetorical utopianism. 

It recognizes institutional inertia, elite preservation dynamics, and the risk that advanced technologies may entrench rather than dissolve hierarchy. 

Indeed, one of its most controversial claims is that without normative and cognitive recalibration, technological abundance may intensify symbolic conflict rather than resolve material scarcity.

Here emerges the anthropological dimension of the analysis.

Human cognitive architecture evolved under scarcity. Status competition, in-group favoritism, and dominance hierarchies were adaptive under conditions of material constraint. 

In a post-scarcity environment, these same dispositions risk mutating into destabilizing forces amplified by god-like technological tools.

Material redistribution alone does not guarantee stability.

The text therefore explores the Mental Singularity  a bio-technical transition facilitated by regulated neurotechnology that enables higher-bandwidth communication, emotional transparency, and reduced tribal reflexes. 

While controversial, the proposal is framed within strict neuro-legal safeguards, including the inviolability of cognitive autonomy and the absolute right to disconnect.

For experts in global constitutionalism, multilevel governance, and international institutional reform, the implications are profound:

Electric Technocracy - Governance for the Post-Scarcity Era
